
Salalah: The Ministry of Labour has affirmed its readiness for the Khareef Dhofar 2026 season (monsoon) by implementing a comprehensive set of programmes and measures aimed at regulating the labour market, enhancing temporary employment opportunities for Omani youth, and providing a safe and stable work environment that keeps pace with the economic and tourism activity witnessed in Dhofar Governorate during the season.
Nasser Salim Al Hadrami, Director General of Labour in Dhofar Governorate told Oman News Agency (ONA) that the Ministry is coordinating with various government and private entities to organize seasonal employment opportunities for Omani youth across a number of activities and sectors associated with the season. This contributes to empowering them to benefit from available economic opportunities and gain practical experience.
He explained that the Ministry intends to provide temporary financial support to beneficiaries of seasonal employment opportunities at a rate of OMR150 per month throughout the season.
This is part of its efforts to enhance Omani youth participation in seasonal economic activities and support their job stability during their employment period.
He further noted that the Ministry has announced a number of facilitations directed at employers and Omani entrepreneurs during the Khareef season. These include granting temporary work permits for non-Omani labour and enabling the temporary transfer of expatriate workers between establishments.
These measures enable businesses to meet the increased demand for services during the season, contribute to regulating the labour market, reduce violations related to employing unlicensed workers, and keep pace with the activities and events accompanying the season.
As part of its awareness efforts, the Ministry launched a campaign entitled “Together We Work for a Season with Omani Identity and National Hands.”
The campaign aims to promote compliance with labour market regulations and reinforce the role of national competencies in economic activities associated with the season. The Ministry emphasized the importance of employers and holders of temporary permits adhering to the applicable legal controls.
The Ministry stressed the importance of enabling national competencies to benefit from available employment opportunities during the season, complying with Omanisation requirements, and refraining from employing expatriate workers in occupations reserved for Omanis. It also emphasized adherence to the regulations governing temporary permits and prohibited their rental, transfer, or management by non-citizens.
Al Hadrami added that the Directorate General of Labour in Dhofar is implementing an awareness field visit programme focusing on business owners, commercial establishments, and mobile food vendors.
The programme aims to provide guidance and advice regarding rights and obligations, occupational safety and health requirements, and to inform them about available services and facilitations, thereby enhancing compliance with labour market regulations.
In the area of human resource development, the Ministry of Labour is preparing to organise the third edition of the Labour Forum 2026 in the Wilayat of Salalah from 26 July to 13 August.
The forum is expected to feature wide participation from government, private, and academic entities, with attendance anticipated to exceed one thousand participants.
The forum will address a number of themes related to the future of the labour market, global challenges, economic transformations, and their implications for employment and social protection.
It will also review developments in the Labour Law and the Social Protection Law, as well as opportunities to support entrepreneurship and innovative projects.
A number of regional and international organisations, notably the International Labour Organisation, will participate in specialised sessions addressing the future of the world of work, the development of employment policies, and human resource development. -ONA
