Commerce Ministry announces regulatory measures regarding Sanad Centres

Muscat: The Ministry of Commerce, Industry and Investment Promotion announced a number of regulatory and developmental measures regarding Sanad Service Centres, as part of its efforts to develop these centres and enhance the quality of services provided to beneficiaries.

The Ministry issued a decision to cancel the licenses of a number of Sanad Service Centres, following the detection of violations against the provisions of the regulatory framework for Sanad centers during periodic follow-up operations conducted by the Ministry.

The Ministry explained that the decision covered six centres across several governorates in the Sultanate of Oman, emphasising that these measures come within the framework of enhancing compliance with the rules and regulations governing the work of Sanad centres, thereby ensuring higher performance efficiency and quality of services provided to beneficiaries.

Furthermore, the Ministry announced the offering of 10 new opportunities to compete for Sanad Service Centre licenses in a number of wilayats in the Sultanate of Oman. This is based on population density and economic activity in those wilayats, with the aim of expanding the reach of services and facilitating access for beneficiaries.

The Ministry stressed that these opportunities target Omani citizens who meet the specified criteria, contributing to providing job opportunities for the national workforce and supporting small and medium enterprises (SMEs). It noted that its efforts are ongoing to develop and sustain Sanad centres by adding more electronic services and strengthening partnerships with both public and private entities.

Fathi Nasser Al Mahmouli, Assistant Director of Sanad Service Centres at the Ministry of Commerce, Industry and Investment Promotion, stated that the Ministry continues to execute its development plans for Sanad centres to align with digital transformation targets. This is achieved by enhancing compliance with governing rules and regulations, raising the quality of services provided to beneficiaries, expanding the scope of services, and developing a regulatory environment that supports the sustainability of these centres, which contributes to enhancing performance efficiency and improving the beneficiary experience.

He added that the Ministry is working to empower Sanad centre owners and enhance their role in supporting the national economy by providing job opportunities for the national workforce and expanding partnerships with various government and private entities. This ensures the continuous development of the centres and raises their operational efficiency, in line with digital transformation targets and boosting the contribution of small and medium enterprises to economic development.

Sanad Service Centres are small and medium enterprises owned by highly qualified Omani young men and women. They provide a range of services to individuals, government institutions, and private entities, utilizing the latest information and communications technology systems. Among the objectives of these centres are contributing to providing job opportunities for the national workforce, supporting economic activity through the establishment and development of SMEs, and enhancing cooperation between private and public sector institutions.

The Ministry undertakes a regulatory role that involves establishing legal frameworks and regulations governing the operations of Sanad centres, granting licenses in accordance with the regulatory framework, monitoring performance, and resolving challenges. This is in addition to working toward the sustainability of these centres through cooperation with government and private entities to introduce new services, and providing the necessary support to start businesses, in line with government digital transformation targets and expanding the scope of electronic services.

According to the latest statistics issued by the Ministry, the number of Sanad Service Centres spread across the various governorates of the Sultanate of Oman reached 922 centers by the end of May 2026.

The number of transactions completed through the electronic portal of Sanad centres during the period from January to May 2026 exceeded 219,000 transactions, while the number of services provided by Sanad centers stood at 390. The number of national workforce personnel employed in these centers reached 2,296 by May 2026, with the ages of most Omani workers ranging between 20 and 39 years.
