Oman mandates sick and extraordinary leave insurance for non-Omani employees

Muscat: The Sultanate of Oman’s Social Protection Fund has issued a new decision making the Sick Leave and Extraordinary Leave Insurance branch mandatory for all non-Omani employees. The new regulation applies to expats working in government entities, public legal bodies, and private sector establishments covered by the Labour Law.

According to Article Three of Decision No. 13/2026, the mandate will officially come into effect on July 19, 2026.

The decision was issued pursuant to the Social Protection Law promulgated by Royal Decree No. 52/2023 and its Executive Regulations, following the formal approval of the Fund’s Board of Directors. Under the newly issued framework:

Article One outlines that compulsory coverage will apply to all non-Omani employees in units of the State Administrative Apparatus and other public legal entities, as well as non-Omani workers employed in private sector establishments subject to the Labour Law.

Article Two stipulates that any prior provisions inconsistent with this new decision are officially repealed.

The decision was signed by Eng. Salim bin Nasser bin Said Al Aufi, Minister of Energy and Minerals and Chairman of the Board of Directors of the Social Protection Fund.
