Salalah: Dhofar Municipality, in cooperation with the Projects, Tenders and Local Content Authority, organized an introductory meeting on the “Takamul” project for government project and procurement management.
The meeting formed part of the change management efforts for the national project and saw the participation of representatives from government entities in Dhofar Governorate.
The meeting aimed to enhance the readiness of government entities for the upcoming phases of the project, which stands as one of the strategic national initiatives designed to unify the system for managing government projects and procurement. This system encompasses stages from planning, through tenders, contracts, and implementation, to closure and performance measurement, thereby enhancing governance, transparency, and spending efficiency.
Dr. Abdullah Mohammed Ba’Owain, Director General of the Directorate General of Projects and Technical Affairs at Dhofar Municipality, stated that the meeting stems from the municipality’s keenness to support national initiatives aimed at developing the government work system and enhancing the readiness of government entities in the governorate to implement the project in accordance with best practices.
He added that the “Takamul” project represents an institutional transformation that extends beyond merely being a digital system, as it contributes to unifying procedures, fostering integration among government entities, and raising the efficiency of project and procurement management, which positively impacts performance quality and the speed of decision-making.
He pointed out that the municipality worked, in cooperation with the Authority, to complete the requirements of the project’s first phase by establishing work teams, executing change management programs, and participating in technical meetings, in preparation for the upcoming operational phases.
For his part, Eng. Badr Ali Al Maamari, Head of the Project Management Office for the National System for Managing Technical Projects at the Projects, Tenders and Local Content Authority, explained that the “Takamul” project is an integrated national platform aiming to unify the management of government projects and procurement across the Sultanate of Oman. He noted that it achieves integration among government entities, provides accurate data supporting decision-making, enhances the efficiency of planning, follow-up, and implementation, and contributes to raising the efficiency of government spending while achieving the targets of digital transformation and Oman Vision 2040.
He noted that the introductory meetings organised by the Authority in cooperation with government entities represent a fundamental pillar for empowering work teams, building awareness of the project, and instilling a supportive culture for change management, thereby contributing to the success of the implementation phases.
The event included an introductory presentation outlining the objectives of the “Takamul” project, its primary components, implementation phases, and expected impact on developing the government project and procurement management system, alongside a discussion session addressing the project’s key aspects.
At the conclusion of the meeting, which was held under the auspices of Dr. Ahmed Mohsen Al Ghassani, Chairman of Dhofar Municipality, the team from the Projects, Tenders and Local Content Authority and the “Takamul” project team were honored in recognition of their efforts in completing the first phase of the project, in the presence of representatives of government entities in Dhofar Governorate.
